Estonia-Ukraine Parliamentary Conference on 21st Century Cognitive Warfare

Russia’s war on Ukraine has made cognitive warfare, the deliberate targeting of how people think, vote, and see themselves, one of the latest security challenges facing Europe.

This parliamentary conference brings the parliamentary dimension into expert discussions on the hybrid threats Europe now faces, ahead of the Ukraine Recovery Conference in Tallinn in January 2027.

Bringing together parliamentarians, government representatives, and experts from Ukraine, Estonia, and across Europe, the programme will address:

  • Cognitive warfare as a new domain of conflict, and what it means for Europe’s security;
  • Hybrid threats to parliamentary democracy, from election-timed disinformation to cyber intrusion, and what legislators can do in response;
  • Gendered disinformation as a hybrid tactic, and the role of women in the innovation and civil-society response to cognitive warfare;
  • Culture as a counter-narrative, and the part that language, heritage, and cultural memory play in resisting cognitive warfare.

The high-level conference will be held in English and closes with an evening screening of the documentary To Die to Live at the Tallinn Black Nights Film Festival, followed by a reception.

The conference is co-organised by the Estonian Reform Group of the Riigikogu, Servant of the People, the ALDE Party, and the Friedrich Naumann Foundation for Freedom, in partnership with PÖFF.
